The City of Springfield’s Lead-Based Paint Hazard Reduction Program is now accepting applications from eligible homeowners and rental property owners. 

Funded by the U.S. Department of Housing and Urban Development, the program helps address lead-based paint hazards in Springfield homes built before 1978. Removing these hazards can protect young children from lead exposure while helping property owners create safer, healthier homes. 

Who may qualify? 

The program is available citywide for owner-occupied and rental properties with one to four units. To qualify: 

• The home must have been built before 1978. 
• A child under age 6 or a pregnant person must live in the eligible household. 
• Owner-occupied households must have an income below 80% of the Area Median Income. 
• Households living in eligible rental units must have an income at or below 50% of the Area Median Income. 
• Additional property, occupancy, insurance, and program requirements may apply. 

Eligible funding is provided through a three-year forgivable mortgage and property lien. Lead hazard reduction work must be completed by a licensed lead-abatement contractor and is intended to result in a Letter of Full Deleading Compliance for the eligible unit.
